Is tipping expected anywhere in Korea, or is it actually considered weird?

No tipping — restaurants, taxis, cafes, salons. Prices are final, and staff will literally chase you down to return money you "forgot." Saying "잘 먹었습니다" (I ate well) on your way out is the local equivalent of a good tip.
