Suwon Hwaseong: The Planned City of Reformer King Jeongjo수원 화성: 개혁 군주 정조가 지은 계획도시
An 18th-century king paid his construction workers fair wages — and wrote down every name. This fortress is the receipt.
Hwaseong is a 5.7-kilometer stone-and-brick fortress wrapping around the old center of Suwon, about an hour south of Seoul. It looks medieval, but it is surprisingly modern: built in just two years and nine months (1794–1796) under King Jeongjo, the great reformer of the Joseon dynasty. Jeongjo built it partly out of grief — his father, Crown Prince Sado, had died tragically, and the king moved his tomb nearby and envisioned Suwon as a new political base away from entrenched court factions. What makes Hwaseong remarkable is how it was built. Instead of forcing unpaid labor from peasants, as was standard, Jeongjo paid every worker wages and kept meticulous records of names, days worked, and costs — a radical idea influenced by Silhak, Korea's practical-learning movement. His scholar Jeong Yak-yong even designed a crane-like machine, the geojunggi, to lift heavy stones, cutting years off construction. UNESCO listed the fortress as a World Heritage site in 1997, praising its blend of Eastern and Western military engineering. Today you can walk the entire wall loop past graceful gates, watchtowers, and a pavilion overlooking a lotus pond, with the modern city humming just below the ramparts.
수원 화성은 수원 구도심을 감싸는 약 5.7km의 성곽입니다. 겉보기엔 오래된 성이지만, 사실은 놀랍도록 '근대적인' 건축이었습니다. 조선의 개혁 군주 정조가 1794년부터 1796년까지 단 2년 9개월 만에 완성했지요. 정조에게 화성은 슬픔에서 시작된 도시이기도 했습니다. 비극적으로 세상을 떠난 아버지 사도세자의 묘를 수원 인근으로 옮기고, 기득권 세력에서 벗어난 새 정치 거점으로 수원을 키우려 했던 것입니다. 화성이 특별한 진짜 이유는 짓는 방식에 있습니다. 당시 관행이던 무보수 부역 대신, 정조는 모든 일꾼에게 품삯을 지급하고 이름·근무일·비용까지 꼼꼼히 기록으로 남겼습니다. 실학의 영향을 받은 파격이었지요. 정약용이 고안한 거중기라는 기중기 덕분에 공사 기간도 크게 단축됐습니다. 유네스코는 1997년 화성을 세계유산으로 등재하며 동서양 축성술이 어우러진 걸작으로 평가했습니다. 지금은 성곽 전체를 한 바퀴 걸으며 성문과 포루, 연못가의 방화수류정을 만날 수 있고, 성벽 바로 아래로는 현대 도시의 일상이 흘러갑니다.

Getting there.가는 법. Subway Line 1 from Seoul Station to Suwon Station (about 1 hour), then a 10–15 minute city bus or taxi to Paldalmun Gate. The full wall loop is a 2–3 hour walk.
Tips.팁. Try the traditional archery experience at Yeonmudae, and hop on the Hwaseong Trolley if you want to skip the uphill sections. Come back after dark — the illuminated wall and Banghwasuryujeong pavilion are the best photo spots.
Best time.가기 좋은 때. Spring (April) for blossoms along the wall, or early October during the Suwon Hwaseong Cultural Festival.
